While checking out the file of senator roco memorabilia, I discover his photo during the impeachment trial of former President Joseph Estrada. And I would like to share this photo with you fellow bloggers.

am sharing these with you as part of our collection in the roco library. i know that these days, most of our readers and officemates, friends talks about the impeachment trial of Chief Justice Corona. Librarians on the other hand, they might think that it’s fsitting to organize clippings of the investigation, download the articles of impeachment at the internet and post a bulletin on the why’s of the impeachment etc.

For naga library, our reader’s, as they visit and borrowed book, most of them would say they “missed senator roco at the impeachment trial”. Like them, I missed senator roco’s wisdom and the expertise in handling an investigation. Maybe if the trial prohibits the cameras, it will end in a week or four days.

2nd raul s. roco library lecture

was out for a month, grueling for the preparation of the 2nd raul s. roco library lecture with a theme, safekeeping history in every library.

was fortunate to have director antonio santos, elder florentino gamil and mr. tito valiente as resource speakers. likewise, to partner with the bicol region librarians council, which undoubtedly a fresh start to reach out with bicol librarians.

have names of librarians and participants whom i would like to post, but i decided to leave it vague, i knew some who did not attend have had other personal matters to attend to. however, the event turned-out successful.

Disabled Filipino of the Year 2011: Hon. David Casper Nathan Sergio

this year recipient of the Disabled Filipino of the Year, an award given by the national council on disability affairs, is Naga City Councilor David Casper Nathan Sergio.

he is one of the effective local leader in naga and is the reason why he top the net satisfaction survey in ateneo. this, i guess, primarily because of his strong advocacy in the conduct of various blood letting program in naga which benefited residents in need of blood during emergencies.

in the naga library alone, he proposed for the establishment of the naga city family history center, second in the country, and the bienvenido santos special section, as a gesture of respect to a filipino writer.

before he was elected councilor, i met him when he was appointed as secretary to the mayor, which later i discovered that he have worked previously as the head of the urban poor affair.

i knew that his leadership skill is immense, have a brilliant mind. i would say that the people of naga deserved to have nathan sergio in the naga city hall.

dividing cam sur

while watching tv, i am thinking of collecting materials about the pros and cons of the division of cam. sur. clippings from the daily broad sheets and resource materials coming from the organizations who are supporting the division and those that disagree.

on the other note, i was wondering where does the money came from adz on the issues of dividing cam sur w/c should have been used for projects instead, my thinking, there is no quick fix in cam sur. there is cebu, palawan, quezon etc. provinces which are bigger than cam sur, the solution is not division. the problem is that the same people continue to dominate in cam sur districts. in solving the problem of poverty starts with educating the electorate.. again, as a librarian, and a constituent, this is my opinion.

naga celebrates reading, thanks inquirer, jollibee & dep ed

once more, naga library is the most popular reading center in the region as it successfully launched a three-day celebration of learning and fun last July 19, 20 and 21. the naga celebrates reading which is partnered and supported by the philippine daily inquirer, jollibee and department of education was able to impart the importance of reading and the use of library to the 3, 500 visiting preschoolers and elementary pupils in Naga. thanks to ms farah bongat for her special support in the activity.

INQUIRER SOUTHERN LUZON: Reading day lesson for 60 day-care kids

NAGA CITY—It was an extraordinary activity for 60 preschoolers from day-care centers in three barangays in Naga City. They trooped to the Raul S. Roco Library to celebrate National Children’s Book Reading Day with an Inquirer Read-Along session.

The children, aged 5-6 years old, from Dayangdang, San Felipe and Lerma huddled close to Farrah Bongat, wife of Naga City Mayor John Bongat, and opened their hearts to her as she narrated the story of how a young boy conquered his fear of darkness.

Bongat read “Si Ching na Takot sa Dilim,” written by Aleli Dew Batnag and illustrated by Paul Eric Roca. The story is about Ching who overcame his fear of “creatures that lurk in the dark” because of a power outage.

Like some children, Ching cannot sleep with the lights turned off. For “protection from monsters,” he always keeps a flashlight beside him.

One night, while he is left alone by his mother who had to run on an errand, power goes out in the neighborhood.

With the batteries of his flashlight spent, Ching discovers the beautiful things that glow in the dark, such as the eyes of his cat and the stars in the night sky.

After the storytelling, the children told Bongat that they, too, feared the dark because of “monsters and ghosts that exist with darkness.”

“Darkness is not all bad,” she said as she allayed their concerns.

Bongat said “it’s important to read stories laden with good values to children because during this stage (childhood) in their life it is easy for them to absorb and live those values.”

The library section that served as venue for the read-along has been dedicated to acclaimed Filipino writer Bienvenido Santos, whose works were inspired by landmarks and life in Albay and Camarines Sur, such as “The Volcano” and some narratives in “You Lovely People,” a collection of short stories.

It was inaugurated on March 14 as a “special gift” of the city government to Santos, whose 100th birthday was celebrated on March 22.

The library itself was named after the well-loved Bicolano senator and wide reader who died in 2005.

Librarian Federico J. Vinluan said the read-along was part of the library’s three-day celebration of the nationwide Book Reading Day.

Around 300 children, aged 4-10 years, from public elementary schools all over the city were invited to other event activities, including a book fair, newspaper-reading and a musical program.

“It is important to impart to children love of reading at an age when they are very curious. This is when they learn many things, including good values, and the time when they need them most,” Vinluan said.

though classes for elementary have started last june, naga library orientation have been prepared and it coincides with the national children's book day. the cam. norte provincial library have programs too and it was conducted last july 14.

in naga, the event for preschoolers and elementary pupils are scheduled on july 19, 20 and 21. naga library's raul s. roco library have prepared read-along sessions with the philippine daily inquirer and library orientations and games with jollibee, and sm city naga as partners.

i cant wait to see these children going to naga library despite their busy schedule, however, a photo of the last activity we have in 2009 was used as the invitation, here it is. see you!!!

normally, i don't involve with the librarian's group. i thought, its best to stay away from them to keep me out of the issues. though, issues in organization, as what they seem to consider is normal, i have decided not to be part of it. in short, when bicol region librarians council was organized then, i did not take part.

as my job evolved from a traiditional to managerial, i have a chance of thinking about the plight of my fellow librarians. i've been involved in other organizations, yet, its ironic that the librarian per se, i am stranger to them.

alas, i give up my day to attend the librarian's meeting. the day turn-out to be something worthwhile.i left the meeting with photo shoots and goodbyes, with ate luds, the mariners librarian, and the librarians. the meeting has became a platform to expand my advocacy in librarianship and in building partnership.

you know, i am thinking of an occasional meeting this time. perhaps in july 9. see ya.

family history center, first in luzon after marikina.

if you are in naga, and you are interested to trace the roots of your family. then, i would like to tell you that naga library - raul s. roco library, is the home of the naga city family history center.

what does family history center offers? to anyone who are not familiar with genealogy, the center provides online index and database of families in the Philippines. it has collections of microfilm that contains personal records such as birth certificates, marriage and baptismal dated back in 1700s. to put it simply, the family history center in naga offers personal records with genealogical significance.

naga is blessed to have committed institutions and organizations that supports the programs and projects of the current administration. at present, The Jesus Christ the Latter-day Saints, have sponsored the establishment of the Family History Center in Naga. the center is located at the raul s. roco library and has four (4) microfilm readers and two (2) computer units. thanks to councilor nathan sergio for being the proponent of this project and to mayor john bongat as well.

i hope other libraries will have access to this records, and if they have time, they can visit the local chapters of the Church of Jesus Christ of Latter-day Saints, and maybe you will have a family history center soon in your community.

RSRYAA

On its fifth year, Naga Library has become the permanent Secretariat of the Raul S. Roco Youth Achievement Awards. What is RSRYAA?

For anyone who are not familiar with the RSRYAA, it is a program where youth organizations submit a propose project which they will implement for six (6) months. The best organization that can successfully initiate an activity will be awarded with a cash prize of 50,000 and a trophy designed by the National Artist Salvador Bernal.

As of the moment, there are 7 youth groups have submitted a confirmation.

RSRYAA and its preparatory activities may be strange to the usual library works. But the efforts made have provided an avenue to showcase the significant role of the Bicolano youth in the nation building. And that Naga Library, being an institution of knowledge has committed itself to make its activities and services a more youth-oriented. I believe, this is one activities that is unique from other public libraries and the stories crop-up from the youth groups in dealing with the community problems is a an extraordinary lesson that came-out from a reader. Moreover, the solutions that they have adopted are lessons they learned from reading. And this is what made Naga Library as the home of Raul S. Roco Youth Achievement Award.

bienvenido santos @ naga library

before, public libraries in Philippines were not given proper attention by local government units. so, it follows that the people's trust for the public libraries to take charge of their personal valuable materials under the care is very slim. but today, it is changing.

this impression that people is giving their trust to the public library of their precious collection is felt in naga library. first, the trust of the roco family to turned-over the memento of the late senator raul roco is one.

today, the same opportunity of giving the care of their personal collection has been given to us by the santos family. the printed collection of Bienvenido Santos and other memorabilia will now be accessed by the general public in march 14.

bienvenido santos is one of the best writers in Philippine literature. For unc graduates today, little knew of him being the executive vice president of the university. however, more students may have been aware of his writings such as the novels like the villa magdalena, the praying man and what the hell for you left your heart in san francisco.

my classmate vivien soriente of dlsu library told me that the memorabilia collection of Bienvenido Santos is now in their library. given the facilities and expertise, I was delighted to see the room dedicated to him.

i personally acknowledge the proponent of the project - sir Nathan, in putting a special section in the naga library. With the same guy in the government, i am hoping that the same opportunity for public libraries will be experience by my fellow librarians today.

sweet nothing!

five days before the New Year, i am 34. completely different when I was 21, 18 , 16 and 25 - numbers i usually bet in lotto, these numbers do fill with memories in time, and in life. yet this time, i am becoming an old person – a role i am arriving at.

believed me, the lives of benjamin franklin, michaelangelo, thomas edison, have incredibly well- accomplished than anybody. they are movers at 34 - extraordinary and exceptional! but for a public librarian, at 34 is completely different.

sweet nothing! as it may seem, is my life began at naga library. at 21 as assistant chief librarian, then an acting chief librarian at 29.and finally as full-pledged chief librarian at 33 .

on second thoughts, as naga librarian, i can only be proud of what i have accomplished for 11 years - an established library organization, the naga reading public and the management skills. though these factors varies in time, it helps me became a librarian of naga.

with 2011 and coping for a different style and company, i look forward for more lessons and thoughts about the library and librarianship.

also, i like to bet in the lotto. i want to sing Bruno mars, again and again.. I wanna be a millionaire so freaking bad!

no. this is not about the book wrote by miriam. this is a sequence from an earlier post on reorganization.

in an earlier post, i wished for a review of the reorganization plan. this is the merging of the naga library in other offices in 2011. the sympathy coming from the members of the council and the redefining the status of our office have made my wish to be granted. naga library remained a separate division.

I used to hear from the grey people visiting naga library, that naga is blessed to have a library. they envy the young naguenos to have a new library edifice with an able collection to offer both for information and recreation purpose than before where the library is small and the books were limited. while it carries the vibrant character of naga - naga library is one and a distinct place for bicolano. and making naga library an independent division is a gift that motivates me to work beyond an extra mile.

i could not expressed my feelings to-day, but as i look back 10 years ago as a newly appointed assistant chief library, the feeling of happines is completely different. it is indeed a frabjous day.

i have weeks of uncertainties and disappointment, but this was changed with perseverance and determination. to the city government, dios mabalos po. merry x'mas.

reorganization?

as of this writing, there is a move for a reorganization in the city government.

reorganization is defined in the online dictionary as the " the act or process of organizing again or differently or a thorough alteration of the structure of a business corporation". in every local government unit, there is always a reorganization plan. this is being pushed to ensure the effectiveness of the program. my idea is that it will eliminate duplications, that a clustering of programs will meet the desired objectives.

naga library is one of the division in the city government which is being merged in a new department under education, sports and scholarship office. i have no idea of the new department including with its implications.

in this manner, i stood on what i believe that this will not be good for the naga library. this library is a separate division since 1957, and one of the oldest since 1920. it is ironic as a past officer of the public librarians, i became an advocate for the elevation of the library as a department in other local government. here in naga, the office is being merged in a department.

the problem in naga may be a problem of my other fellow public librarians. issues being the least priority, no funding and no competent people are among i have fought for in the many seminars i attended. i wish to share with you the writings in the marker of the building which states-

" naga city public library is the testament to the commitment of the city government to extend the frontiers of knowledge to all sectors of society. aside from fulfilling its traditional functions and services, the public library will strive to be the repository of bicol cultural materials, a haven for artists, and a center of learning in the field of local governance."

i am hoping for a review of the plan.

nitc and the naga librarian

establishing a school is different from transfering a new building or a new house. recruiting students to enrol in the school is another different task, too. establishing a school like the naga international technology center (nitc) was difficult, so hard that the next big thing is where are we going to look for students. this work is very strange to me as a librarian.

nitc is a project of sonia roco. i have been working for her for six years in the celebration of raul roco day, and the raul roco youth award is a project she has conceptualize with sec. robredo. again, the roco youth award was different thing from a librarian like me.

nitc and me is another project i will embark on a different focus. here the thought of putting a school, personally, is challenging. it is not glamorous or easy. but the other side of the challenges is the meeting of new people, and the experience are both an education in itself. though this is different, it is a fresh of breath air. i am sharing this thoughts because i know that some of my fellows have been experiencing boredom in the profession. bu for a-ten-year public librarian whose works have been confined to the world of books, this is a major major learning.

imee, mark and mam lourdes

i was out for 2 months working as the secretariat of the raul s.roco youth award. consequently, i am being tasked in setting up the naga international technology center, a project of mrs sonia roco. this is why i have been out for blogging.

with the result of the 2010 exam, i decided to share thoughts for my dear librarians who successfully passed the board exam. i am very happy that, i became part of thier profession.

the number 5 in the board exam, is a city youth librarian who worked in raul roco library last summer. she is Imee brazal, whom i called venus raj. we were the same recipient of iskolar kan ciudad. though all of our discussion were about the city youth program, imee left naga and left a me a txt message " sana sir makalusot ako." at the time that she was working at naga library, she have never failed my expectation. i even endorse her practicum in aeronautical academy for a month before she took the review.

Mark Eva was my staffer in the roco library. he is a silent worker. i know that he can make it to the board because mark is intelligent. my experience in the library, i have a perception that a person is "matalino" or "mautak" or "matibay" and mark is one of them.

and among the list is my former boss way back in 1997 at the engineering library. she is lourdes requinta, the unc engineering librarian. the downs and up of my library experience as a student assistant in my college years is inevitable. and mam lourdes is one who taught me to be more optimistic in life as a student.

as of this writing, i didnt knew who were those who came to ateneo, unc, or santa isabel who passed the exam. yet, i am extending my congratulation to them. this post may be for imee, mark and mam lourdes, but mind you, this blog rolls to all librarians whom i will be meeting in the future, again. just a simple thoughts for them.

bayombong experience!

i arrived 2pm at bayombong, nueva viscaya after 8 hours of travel from manila. i said during the seminar that i will not go back in this place, but it seems, the experience was different.

at 33, i thought its best to focus on my office. shun activities that requires too much involvement. but, the bayombong experience has given me an option. bayombong seminar offers insights to establish partnership, sharing and helping. how were fr de vera, mam david, mam nani and mam nera similar. they were advocates of sharing, for they themselves have benefited from it.

yet, to starts sharing with libraries, naniniwala ako na it all starts with establishing good relations. this is what cvlai manifest, and a worthy of emulation from among the regions. dios mabalos sainyo for your great hospitality there.

naga library holds 11 000 books, which means there were 11 000 " matibay - as in matalino" anybody can be " matalino" pero iba pa din ang sumusulat at isinasagawang libro ang sinulat. this is the usual statement i said everytime there was an orientation of readers at the roco library.

speaking of tagalog in promoting a"libro", there is a book entitled Pacific Rims which, maybe in a month, we would be happy to have it in the library.

it was funny, that i could not imagine how i have been part of naga as a librarian for 11 years. but this post, was not for me in the library, but, to the mayors of naga.

one is for mayor jess robredo who served naga for almost 18 years. he is the first filipino mayor to be awarded as Ramon Magsaysay and in the aquino administration, is seems that he is a shoo-in as DILG secretary.

the second, is to our new mayor, mayor john g. bongat which i would like to introduce to the readers of this blog and to my fellow public librarians. mayor john will be taking his oath tomorrow on the occasion of the naga city chartered anniversary.

to mayor jess and mayor john. goodluck po! and will continue to pray that you will both serve the people effectively.

balik eskwelahan!

while naga is preparing for its transition to a new mayor, am honored to introduce to my fellow public librarians, Mayor John G. Bongat. along with it, raul s. roco library is also preparing for its usual activity - orientation of the library rules, policy and programs to public elementary schools in Naga.

so its "balik eskwela"na and am thinking that orientation could be included in the upcoming national children's book day, which we are plan to hold on july 19. despite of the election last month, am glad that roco library was able to continue working on the editing of the online catalog and have rearrange the library sections in anticipation of the provision of an air condintion reading area.

with books/magazines arranged in the shelves, and its info can be accessed in the catalog, (so if its not availble, you dont need to come to us) roco library is ready for the pupils and students in this school year 2010-2011.

again, am hoping that other public libraries were all set and ready for the balik eskwelahan of our #1 readers - the students. knowing that we are aware of the inexistent/shortage of reference materials in thier respective school. congrats DepEd Naga mgt for spearheading the project!

hi, i'm the new city librarian!

i am pleased to beep-on my fellow public librarian over my appointment as city librarian of naga. i dont know why i am sharing this thought, probably because i knew that most of my colleague in the profession were trivial as to why i was stucked for 4 years as officer in-charge of roco library.

going back, there are many events that have helped me become a real librarian. if there was something i have contribute to the people of naga city, it is my sincere effort to bring the library closer to them, aside from, transfering the public library in the new building.

the feeling that i got promoted was a relief from several times i was hurt and challenged everyday i work in the library. i would also take this chance to say to all - THANK YOU and DIOS MABALOS PO!

Campaign materials as library collection?

Since February 9, we have seen tv adz, heard radio jingles and photos of national candidates have conquered the electrical post, walls, trees (huh!) and in public plaza .

while local campaign has yet to start this March 26. us librarians, will try to avoid ourselves, as expected, to be associated with anyone as we are coined as non partisan. however, the significance of this event in our library works is the presence of election materials of candidates in the national and local posts.I remember the seminar I have attended about this, that campaign materials of candidates provide info materials which are important materials of local history. YES!!! the posters, pamphlets, pins, cups, mugs, t-shirts etc. on a side note, the level of reaching the available materials is difficult .. and yes, we have favorites, we have biases he he he.

a librarian campaigning

its 2010, like anyone reading this blog, the electionwe is one of those concerned we are confronted to decide, to have a choice.. I got an information that one of my colleague in the region who have had plans for the library and failed to accomplish this year, was visibly campaigning fora local official. in returned, she was promised for a better position this year, computers, aircons will be given once elected.

like her, some of public librarians are also doing this. however, this is the cause why they were reassigned, removed from the library or transformed the library in a miserable office. If i may remind, or say it "ADVISE TO THEM, to observe what the rule of the thumb is –OUR loyalty SHOULD BE to the institutions we served.

Redirecting Naga Library (the RSR Library)

Last year, I was busy with activities that sometimes are no longer part of the Roco Library. Worst that it had developed an attitude of doing something people ask. This year, I will definitely focus on the library collection such as the reorganization of the online catalog and how it will satisfy the needs of our reading public. These are what I thought could be BEST IDEAS for the Library however. With sufficient budget to cover the LIBRARY operation, I am very positive that we will be able to deliver the goods and services to the public.

On the other note, blogging has become a narration, a personal narrative in the library. I think that it is practical to take what facebook and twitter technique of sharing ideas so quick and short. I will definitely let this blog, the naga librarian, transform into a short reflection, thoughts, and opinions of my direct involvement. Something that anyone can says in six sentences. Again, I am sharing this info for my fellow public librarians. Till then.

in 2009, i have been posting my experiences, involvements in naga city library’s raul s. roco library. most of them were to encourage my fellow public librarians to actively work for the promotion of library in the community.

You may noticed my blog have missed some events like Efren Peñaflorida, death of Michael Jackson, Cory Aquino, and Francis M., the Maguindanao massacre, GMA, 2010 election, typhoon ondoy, there are good events too. And, some posts where thoughts on issues I became more interested.

But blogging has helped me in expressing my views on different issues. Once, I opened the computer, I realized, that I began checking news, been familiar with facebook, friendster, games, etc that for a 30 something like me would rather spent on other things. Yet, this has keep me moving, and alas, its 2010.

To those people who have read my blogs, accidentally or maybe in other reasons which I don’t know why you have read my blog. I thank you for making naga librarian blog survived. I hope my encouragement in library may have inspired and understand what public library is, and in those personal blogs I have posted, may have also helped you to create a better blog than me.

RSR Library rewards and Christmas

If you are thinking of an appropriate activity this season, I suggest that it should be something that provides reward to library readers. Naga’s Raul S. Roco Library has library rewards program, and this month we will rewards 28 readers from 3,000 registered RSR Library Holder with books, library stuff, pins, t-shirts.

I know that it is very hard to establish good relations and or encourage voluntarism in the library, but in Naga Library, we made it despite there were presence of internet café, National Book Store, SM, University Libraries etc. these booklover-Nagueños went to our library to borrow books. Bikol film: Chicken Ala Carte,

Everyday, before I left the Naga Library, I would bring the newspapers in my house and read it. And yesterday was not an ordinary reading because I was struck by an article written by the Philippine Daily Inquirer correspondent for Bikol Juan Escandor. He wrote Bicol film on hunger draws 12M hits. Out of curiousity, I check the video in the youtube and found it.

As I watched the video, I thought it is best to share and dedicate this post for the cause of eliminating world hunger. The creator/producer is Ferdinand Dimadura and entitled Chicken Ala Carte.

In the film, most of the scenes were shoot in Naga City. Essentially, it does not speak of what life in Naga is. I believe, and I know you will agree with me that the scenes are perfectly similar in other places in our country, perhaps in other poor nations in the world. However, I am congratulating Ferdinand Dimadura for creating this film. Hopefully this will bring changes, and meet the true meaning and reasons of the cause.

Kudos librarians! public libraries await you.

The entry of new librarian's who passed the 2009 licensure examination given by the Professional Regulation's Commission last November 10 and 11 in the cities of Manila, Baguio, Cebu, Davao and Legazpi, is a sign of our continuing effort to make librarian profession at par with other profession.

As a public librarian, I congratulates them for choosing the profession.

These librarians have been with us, exploring, observing and knowing the libraries and the librarians for several years. How I wish they would consider working in public libraries and feel how it is like to serve the public.

There are 81 provinces, 136 cities and 1,495 municipalities all over the country and these local government units essentially should have a dynamic, fresh and competent information professionals. How many of them have libraries and how many of them have dedicated librarians we can speak of? Thus, when we are talking of learning, the next stop is the library. And, SOME Pinoy public libraries have something to offer however, lacks the force to undertake.. and to do away with it gradually, it need librarians - young librarians.

Naga's Library Bookmobile!

In 2008 and 2009, Naga City Library Bookmobile program “ Byaheng Bukmubil” was not visible in Naga City residents in downtown area. Instead, it has prioritized its services to the remote barangay schools of Naga City.

For several years, this vehicle has served consistently the eleven public schools in upland barangays of Naga City. We maybe quiet and has overlook in its importance but lessons have come out, and is more enough that A NEW PLANS HAS EMERGED, and the lessons are very convincing.

- bookmobile service brings the library closer to the public;
- bookmobile demonstrates a typical library networking;
- bookmobile develop strong partnership with teachers;
- bookmobile collection provides additional information materials to public school;
- bookmobile collection responds to the inexistent and inadequate collection of school libraries;
- bookmobile programs provides opportunity for a collaborative project between schools and the City Library;

Lessons are lessons, and these have spur changes in the over-all library program like ..... pamphlets on Technology and Livelihood Resource Materials has been added in the Bookmobile, an additional staffer has been assigned and a three-day period has been scheduled for each public schools.. rah rah rah. In addition, if you are a RSR Library Holder, you can borrow book six books at a time.

I wish there is something more from what I would expect the next time you see the Naga's Library Bookmobile. I know and I am sure, that there is a great difference watching Library vehicle traveling to your schools and the thoughts it has created.

Celebrating 5th Roco day!

I am a lover of cartoon movies, and "Kungfu Panda" is one. The movie reminds of wise Tortoise Master Oogway conversation with Po, a young giant panda before he ascended to heaven in a swirl of flower petals. He said - Yesterday is history. Tomorrow is a mystery. Today is a gift, that’s why we call it the present.

I heard this quote several times, and last October 26 on the 5th Raul Roco Day that sums up my expectation. How blessed to have a gift of presence of those who shared love and importance to Senator Roco. I am incredible thankful to Mam Sonia Roco and her family, and to Mayor Jess Robredo. Filipino Librarian provides info on the do’s and don’ts on how to save the printed materials. What is next is to determine which materials are purchased so librarian are free from accountability.

In public library, the documents to be prepared are – affidavit executed by the head librarian, joint affidavit of two disinterested persons, police report, comments and or recommendation of the auditor, certification from police/ provincial governor/mayor and copy of memorandum receipt (MR).

In the preparation of these documents maybe mind-numbing and it speaks of our system. However, mind you, the experience maybe funny and boring but it keeps me away from accountability.

I hope this information will help my colleague in the public library.

Children's activity this October

For public librarians who wanted to initiate program this October, I would recommend a reading activity for Children. Knowing that it is a Children’s Month, it is better that the celebration of children will put premium on literacy, and I believe that public library will have an important role to play.

Raul S. Roco Library’s Be A Reader: rediscovering Raul S. Roco at the library has two activities related to this program - Byaheng Bukmubil and Children’s Bookfest. It brings the storytelling sessions and academic contest to public elementary schools through the Bookmobile while the culminating program was held at the City Library. These activities have generated support from Jollibee, local officials and businessmen performing as readers and the Department Education. In fact, last year, Jollibee Naga’s Why Read Campaign, a project partnered and counter part of the City Library’s Be A Reader, has been awarded for its marketing program in the National Level last February 2008.

Considering the impact of reading among children, I strongly believed that it is essential to design an area for children in every public library. And for those small public libraries, I guess that it has to include in its plan a children’s program despite the need to put an area for them.

I don’t know if other public libraries have the same program like this, but, how I wish this could be adopted and hopefully, if all public libraries will be initiating this activity, this will be our special feature from academic libraries.

Celebrating Peñafrancia Fiesta!

While every corner of Naga has transformed into a busiest place in the country, Naga City, as the home of the venerated image, is prepared for the reception of the Peñafrancia devotees. Historically, the devotion has reached three centuries.

While writing, I check the file, and surprisingly, we have three (3) major references in the library for the celebration - One is INA AND THE BIKOL PEOPLE, a coffee-table book published by the Archdiocese of Caceres, the Bookmark published and authored by Vitaliano Gorospe’s VIRGIN OF PEÑAFRANCIA, and the essays/articles published by Jose Fernando Obias entitled INA ON THE RECORD. All three references were in English and, I am assuring the readers will not be disappoint by its information.

These materials has brought an eye-opener considering that we value the acquisition of Bikol materials. Lest we forget is the acquisition of materials that depict the character of a Bikolano – the devotion to Ina.

So here it is, we have prepared an area - an exhibit and books for this occasion. We hope to see you in this area despite the attractions from activities lined-up to pomp up the festive celebration of the Penafrañcia. I would say that the library remains the quietest place we can offer during this occasion.

Remembering Senator Roco

I was in Manila last August 3 and 4 for the preparation of the death anniversary of Raul S. Roco. The program which is prepared for August 5 begins with a memorial mass held at the Roco Family Rest house in Antipolo. Then, it was followed by the unveiling of his monument in the area and a formal launching of a website dedicated for him. Before I went to Manila, I personally went to churches in the towns of Cam. Sur for a scheduled mass on August 5. There were also scheduled masses in Naga and in Cam. Norte.

The same date of his anniversary is the burial of President Cory, and undauntedly, the entire nation paid tribute to the late president. Deep within, I have a desireto see and be part of those people paying their last respect for the burial. They said that the crowds in the street were the same 23 years ag. However, I decided to return to Naga and leave Manila in the morning of August 5. I visited the grave of the former Senator at Santo Niño Cemetery. It was very quiet and peaceful day in the area. The butterflies and the sounds of water rushing beside the Bicol river add more calmness in that time.

I went to Roco Library and see his memorabilia where I encountered a photo of Senator Roco. I thought maybe this is going to be the perfect gift for library readers. I wish that in this way, people will remember him as a keen reader and a great leader we lost four years ago. here is the photo.

The death of Ms. Cory Aquino yesterday was disheartening. It is the same feeling I have experience when Raul Roco died in 2005.

I was 10 years old when 1986 election happened and Cory Aquino was installed as President. Yellow colors became a fad, and Ms. Cory stole the hearts of the Filipinos, the Bicolano people is one. I could not imagine a life where freedom endures. I could not imagine a life here if Marcos remained in control of our country, too. To me, that is something I and the Filipino will forever indebted to Ms. Cory Aquino.

E-Library in Naga

Tina, staffer of the National Library, has been contacting me last month for the Philippine E-Lib training in Naga. As the access point in Bikol, it is expected that Naga Library promotes this project to the libraries and librarians. But the schedule was postponed and reset this July in view of the unstable weather condition. This is not surprising in the region.

So this it - July 8-10, 2009 is the Web Technology training. The E-lib which has became a hype for public librarians in 2006 when it was introduce, has failed to keep the expectation of my colleague in the profession.. Probably this time, the training will bring back the interest and hype that it has seen before to the users-public. I see the point of creating this project, and i believe, with a proper push and will, this initiative will be a landmark project.

As the training goes, Mam Sally Arlante, National Library Director Nani Cruz, Sir's Ed Quiroz and Chito Angeles have never disappointed the participants. The event became successful. Thanks to STI, to my staff and to the organizer.

*** Just a side note, while preparing for the activity - when the Children's section was transfered at the second floor, the previous area which is the venue for the seminar was turned-out to be an ideal place for exhibit and gatherings. This is something I am going to think in the future.

Center for the Blind @ the library

Two months after I posted the Filipino Heritage Festival Lecture and Exhibit activities, finding time to blog was difficult. My time were preoccupied by the teaching works and when I venture into food business However, despite the works and other interests, April and May was devoted to a new service in the library - the organization of the Naga City Resource Center for the Blind. Here I met Dr. Josephine "Penny" Bondoc, a sister of my Mayor Jesse, whose heart bleeds for the less fortunate and the disable. She is known as a physician and her involvement in few of charitable works. The Center for the Blind was designed to serve as the training and educational institution of the visually impaired in Naga and in the region. I did not hesitates to facilitate in the implementation of the project since I noticed the unequivocal support of the present city administration and Dr. Bondoc.

As of this writing, the Audio Recording Room was donated by the Rotary Club of Camarines Sur, with Ms Jean Tang who has been coordinating the initiative. The room is intended to record audio cds to provide audio materials for the visually impaired.

The Center, though strange in my work, has open my horizon in dealing with the less fortunate brothers. I had a chance to meet people who are visually challenge, and the experience in dealing with these people was truly a remarkable for any librarian.

While most public libraries are preparing for the inventory of library books, checking the shelves and roofs, files and MRs etc.. this April, Raul S. Roco Library (and me) will spearhead the Exhibit and Lecture on April 30 in line with Naga City's hosting of the Opening Ceremonies of the 2009 Filipino Heritage Festival and .

Specifically, the program consists of a lecture of Prof. Jun De Leon ( Philippine Arts and Culture) and Mr. Joe Barrameda (Peñafrancia History and Devotion) which follows after the formal opening of an exhibit of "Naga City Through the Years" and memorabilia of the 1st International Rondalla in 1993.

So there it is, again, arts activity in the library where public librarians can look at an example and which they can use in thier own community. But most of all, what Roco Library was working to serve as the information center in the community and its collection will be use for education and awareness of local culture. So if you see the photo above of Naga City, you will see more of it in April 30. And probably, will be thinking of having a quick visit to the Naga's public library.

A week ago, my staff, library volunteers and students of Global IT were working for the exhibit of old books and Bicolano writers. The materials sent from six provinces were not sufficient to display an exhibit. In fact, I was surprised to note that few local government units in the region have commissioned a printed work of thier towns/cities which are essential today. I maybe skeptics but, if you are in-charge of the project, and when you are assigned to coordinate with the this lgus, you will notice how hard it is to convince them to come up with a regional exhibit.

Anyway, when members of Sumaro Bikolnon are coming and they are sending their special collection of Bikoliana, the exhibit became a display of Bikol publication of old books written by Bikolano/Filipinos in Bikol dialect. The output of the display is a proof that there are interests and initiatives by Bikolanoes to write and publish books on Bikol during the 1800s. I am refering to the Bikol Literary Festival: Pintakasi kan mga Librong Bikolnon held at the Raul S. Roco Library last March 17 and which was made possible through the help of Sumaro Bikolonon.

In this matter, I learned a lesson. For a public library to grow and became an vital partner of the arts, it needs to reach-out with the local artist -- the writers, poets, etc.

2009, what do public wants to see in the Naga Library

Setting the mood for this year, i started conducting the launchings of the Raul S. Roco Youth Achievement Awards in Masbate and Partido, and NOW, we are waiting for the application to arrive. It followed by nambaf, arts activities follows as Naga accepted the regional arts celebration. Obbiously, with naga library supporting the local arts and culture; I did not escaped from the art savvy, art advocates and artists. Programs?

I was out for three weeks and was never posting any stuff. Its 2009, the finalization of the establishment of the submitted proposals - the child minding and the center for the blind remain to be implemented in the first quarter. While preparing a plan, I came out with a question to keep me guided in developing a program. what do public wants to see in the Naga Library in 2009?

That question taught me to be more specific in doing library programs. BEING confident that naga library now is “bistado na” where and what it offers, the next best thing, is what people will expect this year. So here is the possible source where i can get and the areas of concern:

-- registrations? attendance in the activities? lost, unreturned books? tardiness of my staff, weather? trends? movies? budget and city priorities? Huh!

yesterday, it was the 4rth christmas party, and before the celebration, we have discuss the activities for naga library in 2009. personally, i've learned lessons conceptualizing projects and the possibility that the project will get the 100% approval from my boss.

one lesson is to consider that this will have a general impact /postivie effect to the people of naga city, their benefit. the other lession, is what is the impact or significance of the project from the viewpoint of the decision-maker, the mayor himself. some activities maybe of high importance but not urgent, while the others are not so important but the urgency to implement is necessary in serving the clientiles.... however, as a rule, the activities should be both important and urgent for the clients and from the library management.

as an information center in naga city, we will focus on the following

1. establishment of a resource center for the blinds,
2. developing a child minding center
3. organizing a memorabilia for naga city mayors

together, we will be promoting the library reader card to schools with special emphasis on the launching of the LIBRARY SMART ID. details of the smart id will be laid down this january.in addition, WE WILL PUSH FOR A MORE SUCCESSFULL CELEBRATIONS AND PARTNERSHIP FOR THE Raul S. Roco Day, National Arts Month and the Naga Celebrates Reading.

Summary: 2008 is one of the best year for naga library. we are lucky to have Jollibee for complimenting our children's program for reading, the raul s. roco foundation for the promotion of library among the youth and the unrelenting support of the city administration.

Inquirer Read Along sa Naga

Its been a while since I posted the NBW activities. Last November 22, Raul S. Roco Library served as the venue for the Inquirer Read-Along which was held simultaneous with other cities in the country. We acknowledged Jollibee and the pupils of Concepcion Grande Elementary School for thier participation during the program. Also, the Inquirer South Luzon for thier decision to hold the activity, the Storytellers, DepEd English Supervisor Mam Selga and the Roco Library STaff.

The reading program boosts and compliments our current storytelling programs such as the Children's Bookfest and Byaheng Bukmubil. For this, I will be pushing for more reading activities sessions, storytelling in particular, for the year 2009.

I did not attend my Saturday class in UP to give way with the Inquirer Read-A-Thon which selects the Naga City Library as one of venue outside Metro Manila. I did not hesitate to accept the request since it will make the library more sensible to the Naga residents, and obviously, this is an opportune time that Raul Roco Library will be features in the Philippine Daily Inquirer.

NAGA CITY – For two years now, the Children’s Bookfest Program of the Raul S. Roco Library (RSR Library) in Naga City has been developing the habit of reading among preschoolers in “educare” (education day care) centers and elementary pupils of up to Grade 2.

Federico Vinluan, the librarian, said the program would select readers of children’s books among local officials, academicians and members of the business community and civic organizations. They would then explain the benefits of reading to the young listeners.

So, when the Inquirer (parent company of INQUIRER.NET) proposed to hold its Read-Along session at the RSR Library inside the City Hall compound, Vinluan gladly welcomed it as a boost to its own book-reading program.

The Inquirer event on Saturday was launched simultaneously in Baguio, Talisay and Davao cities as part of the newspaper’s thrust to develop love for reading among children outside Metro Manila.
Touching hearts, minds“It has touched the hearts and minds of 70 pupils at the same time that it boosted our continuing book reading campaign here, having for its guest readers a beauty queen and a book author,” Vinluan said.

The library’s children’s section on the ground floor was a perfect venue. Its walls are painted with bright-colored murals and illustrations on the wall, including the planetary system.

A raised platform, where the reader’s chair was placed, faced the children, mostly students from the Concepcion Pequeña Elementary School, who were seated comfortably on the blue rubber mats.

The participants enjoyed the hour-long interactive storytelling, answering questions tossed to them for rewards. Judy Ann, a Grade 5 pupil, said she loved the group activity.

When Chito de la Vega, Inquirer Libre editor, laid down the “rules” of the Read-Along – listening, avoiding distractive movements and cooperating to create an enjoyable learning experience for everyone – the children readily responded in unison: “Opo!” (Yes, sir!).

In his inspirational talk, Mayor Jesse Robredo enjoined the children to develop the reading habit so they could learn things that are useful in actual life.

StorytellersKristian Sendon Cordero, a Palanca awardee and Bicol fictionist, poet and book author, read the first story, “Munting Patak Ulan” (“Little Raindrop” by Gloria Villaraza Guzman) about the journey of a tiny raindrop from the clouds to the land, rivers and dams – an allegory on the importance of water to life.

Cordero engaged the youngsters by asking them to raise their hands if they had taken a bath in the rain in their lifetime. Almost all did and answered “Opo!” Nice, another Grade 5 pupil, loved the story, “Emang Engkantada at Ang Tatlong Haragan (“Ema the Enchantress and the Three Brats” by Rene Villanueva),” which was read by Maria Venus Raj, Miss Philippine Eco-Tourism 2008. The reading was “nicely done,” she said.

Raj paused several times to ask for feedback from her audience, giving clues and repeating answers about the story of Pat Kalat, Pol Putol and Paz Waldas, who ran into the beautiful place of the fairy, destroyed and wasted everything on their path until Emang Engkantada punished them.

In the end, the three changed their ways and became responsible children, helping protect and preserve the environment.

ComprehensionAbel, a Grade 6 pupil, said the activity was challenging and tested their ability to comprehend.
Excitement swept the crowd when the Jollibee mascot came in, dancing to hip-hop music. The food chain treated the children to lunch after the Read-Along formally ended.

Vinluan said the presence of personalities and celebrities had been effective in attracting participants and heightening the library’s reading-habit advocacy. Its regular storyteller, Roco’s widow Sonia, reads to children every August and October.

READ, LEARN AND CONNECT@nAGA Library!

I have been out for a while with studies and work that constitute most of my time, and the blogging, which serve as my avenue to share information on naga library was hampered. However, will not escape the month ends without congratulating the new librarians who passed the recent Librarian’s Licensure Examinations. And of course, without noticing that, some libraries have been busy with the celebration of the National Book Week. The FilipinoLibrarian blogs is one of the useful sites for this year celebration and I’ve read the blogs on READ Pinoy! with the NBW Theme: Ang batang palabasa dalubhasa sa kultura (with different versions and translations in Naga City schools). Naga Library enjoins other libraries with a simple celebration to promote the Library in Naga.

It started in this coming Saturday, November 22, with the support of Jollibee and the Naga City Government, Philippine Daily Inquirer - Inquirer Read-Along program has chosen the Naga Library as the venue for the simultaneous Storyreading sessions along with other key cities in the country.

Some activities will be reset in January and in the celebration of the National Arts Month, where Raul S. Roco Library is the venue for the exhibit of Bikol Materials.... as of the moment, happy library month!

Visiting Masbate

I had a chance to visit the Provincial Library of Masbate as the Secretariat when i coordinated the LGU on the 3rd Raul S. Roco Youth Achievement Awards. It is located within the Masbate Provincial Building and, sadly, I missed the Provincial Librarian. Her staff introduced me to the reading areas and its services during my visit and they allow me to get photos of the library. Anyway, I will be back in January 2009 for the formal launching of the 3Rd Youth Achievement AWArds, and will take advantage of my visit to coordinate and share programs with the Masbate Provincial Librarian.

Best Practices!

Day after the occasion of the 3rd Raul S. Roco Day is the National Conference of Public Librarians at the National Library. This was on October 27 and 28, where public librarians gather together to bring out issues in public libraries and librarianship, formulate solutions and ideas to improve the library services.

Raul S. Roco Library, on the other hand, was chosen by the National Library to feature in the two-day Conference entitled Best Practices: Raul S. Roco Library. The presentation became more more authoritative and convincing as Naga City Mayor Jesse Robredo, a Ramon Magsaysay Awardee in Public Service and one of the new inspiring leaders, delivered the lecture attended by 600 public librarians nationwide.

There are more than one thousand public libraries in the country, and being chosen by the National Library, is one of the best thing I can share to my staff and to inspire them to work for the general interest of the Naga City. AGAIN, Dios Mabalos.

2nd Youth Awardees

On the 4th Raul S. Roco Day, the highlight of the activity is more about the youth -- the youth in the Bikol region -- of whom Senator Raul S. Roco was very proud of. Five finalists will be awarded at the Universidad De Santa Isabel Auditorium, the venue for the awarding ceremonies of the 2nd Raul S. Roco Youth Achievement Awards. Students organizations, SK officials, Naga City Scholars, the Naga City officials and the Roco family with Dr. Jaime Galvez-Tan, as guest speaker, will attend the occasion at 9:00 in the morning.

So Raul Roco Day celebration has ended, and I would like to share the activities during the occassion, also, below is the photo of the general program we have distributed to schools and visitors. So here it is.

"from dreamers to world movers" is the theme for this year celebration of 4th Raul S. Roco Day, and I am inviting everyone to be a part of this occasion. The activities are:

This occasion will not be complete without a Memorial Mass at Our Lady of Peñafrancia Basilica Minore at 6:30-7:30 in the morning and to be followed by a Wreath Laying at Sto. Niño Cemetery in Balatas, Naga City.

Naga City Mayor Jess Robredo will lead the celebration with Madam Sonia Roco and her family. Atty. Serafin Arviola and Dr. Jaime Galvez-Tan, both close friends of Raul S. Roco, will be the guests during the awarding ceremony of the 2nd Raul S. Roco Youth Achievement.

I make the title of this post in cap so i will be understand why it is hard for me to post a message or phrase. ALL staff are working for the naga library activities this October. This is the big day for the Raul S. Roco Library. Beside the thesis research, and the Peñafrancia fiesta, we are coordinating for the 2nd Raul S. Roco Youth Achievement Awards that include the activities for the Raul S. Roco Day Program.

As of the moment, something a little light for today. Here is the logo of the RAUL S. ROCO YOUTH ACHIEVEMENT AWARDS. Maybe the new logo of the RSRYAA, the highlight of this year 4th Raul S. Roco Day, will suffice why I am out for a month in this blog.. Again, thanks to Janus Nuñes, 2D animator from the Naga City Creative Media Center.

Naga Library Logo

Janus Nuñez, a 2D animation recipient and who works at the Creative Media Center located at the ground floor of the City Library, provides us with a design intended for the logo of the Raul S. Roco Library. The logo he designed appropriately conveys some essential elements of a library - reading and readers.

Fittingly enough, the figure and shape of the logo shows one thing that Raul S. Roco is identified with- the gumamela flower. Here is the design..

Naga Library Lecture

As of this writing, I am relieved with the Library Lecture stuff. The occasion draw a positive response to continue advocating the importance of local history materials - the BIKOL references, as the core collection of all libraries in the region.

Thanks to all.. to my guests/lecturers - Mr. Conrad De Quiros, Director Prudenciana C. Cruz, Dr. Danny Gerona and Ms. Cristina Ranche.

I wish to thank also Ms. Gwen Galvez of Anvil Publishing House, the Secretariat - Sorsogon Provincial Librarian Luisa Sincua, Iriga City Librarian Flora Salvadora and Pasacao Municipal Librarian Liezel Evangelista. Fellow partners in service: Cam. Norte Provincial Librarian Lorenia Tuazon and her staff, Armi Peña of LGU- San Jose, Cam. Sur, Albay Provincial Librarian Amy Bautista and her staff, the Ateneo De Naga University Librarian Edna San Buenaventura, and those people who have helped in this program.

Mayor Jess Robredo and Mrs. Sonia Roco who were unable to attend but were very supportive in the preparation.

My library staff who without them, the activity will not be successful. AND, to all of the participants in the first Raul S. Roco Library Lecture. Salamat po.

I will stay tuned and enjoined others in this similar advocacy. The next stop is the publication of the Library Lecture output-- the uniform bibliographic description of the Bikoliana Materials. Roco Library's Children's Nook

Books from the Naga Library HUB has been transfered to the administration and management of DepED Naga City Division, few lessons have arise. These lessons remind me of the concept of management and organization - seeing those things how they work when its not in your hand. Other things evolve is is the space left previously occupied NOW VACANT, and in which personally I have a big push to transformed into the Children's SEction.

Honestly, since the Naga Library HUB is a good project , I am pressured that this new section will have a similar response, or yet, much better reception from the public. Essentially, I have to start looking for books and book donors along with an appropriate design and activity to boost public attention of the Children's section. The concept of theme rooms and play areas are also included in the plan.

Immediate after the transfer, me and the library staff source out for books and book donors. THANKS to the local residents supports for the book donors that arriveds and Naga 2D animation guys which turned the blank wall into a wonderful murals.

Obviously there are things to finished, but i liked the idea that the space left must be utilized immediately. While we are working for the organization of this section, a three-day activity on August 5-7 entitled Naga Celebrates REading highlight the opening of the Children's Nook to coincides with the library orientation program and National Bookstore Sale and Exhibit... . . Heres the new wall --

2007 Outstanding Professional Librarian

I would like to congratulate Ms. Lourdes T. David for being chosen as the Outstanding Professional Librarian of the Year (2007) given by the Professional Regulations Commission last June 20, 2008.

Ms David is presently the Director of the Rizal Library in Ateneo De Manila University. Four years ago, I visited Rizal Library along with my staff, in preparation for library transfer. It was a worthwhile because she gave me advice and materials needed to facilitate the systematic transfer of materials and how to organize those stuff in a new building.

She has become an effective catalyst in the promotion of library, librarianship and library service. Librarians like her are pillars of strength for us, and like me, Public Librarians in Bicol are very grateful for her support and assistance to the cause of library service in the community.

First confab set on promotion of Bikoliana at Roco Library

Six speakers compose the roll of lecturers in the First Raul S. Roco Library Lecture and Regional Conference of Public Librarians at the Naga City Youth Center on June 13, 2008. The whole day activity opens with remarks from: Mayor Jesse M. Robredo on “Libraries’ Benefit from Effective Governance”; Mrs. Sonia Malazarte-Roco on “Changing Paradigms of Bikol Libraries”; Director of National Library Prudenciana C. Cruz on “Local History Materials: Its Impact on Bikol Libraries.” The morning will be capped by the presentation of the Tongues of Fire a book by Conrado de Quiros who will be introduced by Vice Mayor Gabriel H. Bordado, Jr.

The afternoon program proper shall feature three lectures; first, by Dr. Danilo Madrid Gerona, historian, writer and professor of Ateneo de Naga University on “Developing Bikoliana Materials; second, by Cristina Ranche, a genealogist, on “How and Why of Family Research: Prospects of Bikol Genealogy:; thirds, by Edna San Buenaventrura, Ateneo de Naga University librarian, on “The Bikoliana Materials, Redefining the Bibliographic Profile”. Riko Vinluan, acting city librarian of the Raul S. Roco Library and coordinator of this conference, relayed to Bicol Mail that expected participants are librarians, information specialists, archivists, curators, Sanggunian Members and Chair on Arts and Culture, historians, teachers. He said this conference seeks to promote the development and organization of the Bikoliana section as the core collection of Bikol libraries, to strengthen local history, and to identify materials found and written in the Bikol region.

He further said that one of the objectives of this conference is the formulation of a uniform and standard bibliographic citations or descriptions for the Bikol materials in Bikol libraries. To this, he added: the highlight on the role of materials on local history in the archives, in other primary sources and in the Bikoliana section in library services and programs, as a major contribution of libraries in the development of the arts, literature and culture across the Bikol region. To close the day are the remarks from Riko Vinluan.. Masters of ceremony are Dr. Amparo Nieves and Raymond Melvin Chua.

Library Rewards Kids For Reading-- Series # 1

The library rewards program has been suspended and resched due to bad weather. But when we pushed it last May 23, It was a big day for the Naga Library - Raul S. Roco Library.

I pitched an idea of providing motivation to library borrowers through LIBRARY REWARDS PROGRAM as the best marketing strategy to promote and increase library reader, which in turn, will help increase support for the library programs. With the Library/HUB STaff and City Youth Librarian Jerome Perfecto, it was a wonderful moment for us.

Here is the first library rewards kids for reading at the Raul S. Roco Library, with 100 children participated. These kids were borrowers who have read at least 100 books in the Naga Library. We invite them and designed a program for them. The program started with a storytelling at the Children’s Library HUB, playing base drum at the Wharf Galley Bar and a Kitefest at Naga City EcoPark. My gratitude to Jollibee, Eboy of Wharf Galley and to the parents who joined the program.

Bikol Public Librarians gathering

A MONTH AGO, Director Nani Cruz, inspected the development of the Naga Library HUB project. She is a DepEd consultant and was tasked to evaluate the programs and services of the Naga Library HUB under the Raul S. Roco Library supervision. On the same date, she took the opportunity to meet and made a roundtable discussion with public librarians in Camarines Sur. As a result, she made a suggestion of holding a gathering of public librarians where the issues and prospects for effective library service will be responded.

Responding to her challenge, I talked to provincial librarians in the region and explore the possibilities of holding a regional gathering. The series of meetings turned-out to be a series effort. In the end, they are convinced.

The gathering will be the first regional conference, and the theme is “Bikol libraries: building a cultural heritage through effective governance”. Likewise, the naga librarian along with provincial librarians of Albay, Sorsogon and Camarines Norte united to form the Bicol Association of Public Libraries.

As of the moment, this is the development, will keep you posted for the details, dates and venue of the conference.

Part time work

it has been five months now since I began teaching in college. Indeed, it is a rewarding experience for anyone given the trust and confidence of your students. It is like selling items in the public, convincing them that what you are talking is true. A plus factor for this is that I hold a position and my position emits an authority and good experiences to share in relation to my subjects. However, the reality why I accept the invitation to teach is the difficulty I faced every time I hold programs in the Library. Obviously, it needs appropriate audiences/participants however; it goes down to the idea, that at least, I have audiences/participants. Though it sacrifices the ultimate goal of the programs/projects I am conducting or promoting, I realized that, I could not figure out from the pool of appropriate audiences/listeners the desired output.

If anyone feels that a library program failed because of dwindle attendance of audiences/participants, it’s actually a challenge to think ways to strategize and established networks from the community. A school/college is one. Again, just sharing my thoughts.

City Youth Officials

Welcome Youth Officials! When I heard the news that the City Youth Month program of the LGU-Naga earned this year Galing Pook Award, I have a strong feeling that it will make the program more relevant to the expectation of the community.

This afternoon, I received an invitation from SK Federation President, requesting all the department heads of the City Government of Naga, to discuss features and orient the newly selected 2008 City Youth Officials of the Office functions and services. So when I attend the program, obviously, a 10-minute idiot presentation is expected from us so I try to deceive them by passing the other 5 minutes covering the questions and forum.

As expected, Naga City Librarian, a position, not as important from any, turned into a place for youth-hopefuls who would least choose na lang to work in the library because of their interest in reading and thier simple apprehension of library works. I wonder how the process in choosing department-head counter part is. But, I will not delve on the issue.

Well, I crossed my finger, and hoping that this time, the City Youth Librarian will consider the profession, something that they will inspire as youth, who are prepared to be community leader.

Bikoliana Section@naga library

Two years ago, I joined the local writers in promoting Bikol Language and Literature and organized a one-day Bikol Bookfest. The program highlighted with a lecture-talk on Mainstreaming the Bikol Language and Literature graced by the National Artist Bienvenido Lumbera, held at the Ateneo de Naga University Arrupee Hall. I also partnered the Arejola Foundation for Social Responsibility for the 2006 Premio Tomas Arejola para sa Literaturang Bikolnon.

The occasion gave me the oppurtunity to met and became acquainted with local writers such as Kristian Cordero, Carlo Arejola, Boboy Aguay, Vic Nierva and Frank Peñones and more (aside of course of Jason Chancoco, Sir Obias and Dan Gerona) whom I helped in the registration in the ISBN and copyright (International Standard Book Number) for their book.

Personally, it enliven my dedication to develop, organize and promote a local history collection - a section for Bicol or Bikol. MOST PROBABLY, I WILL CALL IT BIKOLIANA SECTION. And it will highlight books on local literature, history, and those published by Bikolano authors including the collection of old photos of Naga City.

As of this writing, hopefully i am going to inaugurate this coming June 2008, or when things become easier, this April.

Summer reading program

During my elementary days, if I could remember it right, my mother will leave me and my brothers to the Naga Library and then fetch me an hour. This was during summer days when school is closed.

Today, as summer vacation is approaching. I designed a collaborative program that will promote and encourage reading among children which I guessed, will benefit the children and the mother’s out there who are busy in their house hold chores and their work.

This program aim to encourage the children to read, read, and read. There is no formal classes that will take place and the sessions will not be held in the classroom. Instead, it will be on under the trees, on a trip to Naga City Eco-Park or at the Naga Library.

The Program is BRIGADA BASA. It was conducted two years ago and will be relaunched on March 18, 2008 at the Raul S. Roco Library with Sonia Roco as guest-storyteller. The entire sessions will be in April and May in 5 selected elementary schools. This program is very simple and it were supported by Jollibee which will provide the snacks and entertainment to children throughout the sessions, Mom’s Radio Mommy Club and the Naga City Council Women will facilitate the training of reading tutors. While the tutors are the NSTP students of Datamex Institute of Computer Studies with the Naga Library and the Department of Education as coordinators to the respective schools.

I knew public librarians out there will choose inventory as the best things to do during summer, try doing a reading sessions. It will keep your library clients aware of our presence in the community.

Who are public librarians?

Generally people, will agree that librarians who are working in public libraries, professionally trained to organized information, the care of the library and its clients are public librarians.

In the Philippines, librarians is accorded with a definition from RA9246.

Consequently, public librarians organized an association to promote the importance of the profession, librarianship and the interest of the public to access information. This is the Philippine Public Librarians League (PPLI Inc. formerly Public Librarians Association of the Philippines). A revision of its by-laws to meet and respond to issues of librarianship in the government, is one of the issues pushed by Davao City Librarians on the last day of the conference.

Interesting, a word "descriminatory" was raised during the classification of membership where associate members are given to non-license librarians/para librarians in the association" during the forum.

Obviously, i stand up and corrected. "Librarians define as holder of PRC license, its tantamount to the idea, that if you are a practicing physician, you should be a licence physician". In a forum, i received a response froma government employee designated as librarian and quipped, " Librarian profession lang naman". I believe, these people should know where they are, since most of them only end up working in the public library because of circumstances etc...

Since its lunch time and the forum is going on, I think its better to pack up and ate lunch, coz people who were thinking that its a "librarian profession lang" does not have a placed in the profession.

Bicoliana or Bikoliana?

kristian Kordero's book "Pusuanon" is now in the Naga Library. And you can find it in the local materials. But....three of my staffers are asking me, what appropriate label to the reading materials that contains the history, literature, culture and those information about Naga City and Bicolanoes. Is it Bicoliana (spanish termed) or Bikoliana (local dialect) I was a little bit surprised, and I quipped that it should be BIKOL references.

Bicoliana or Bikoliana is a remodel of the Filipiniana concept in Philippine Librarianship (a good source so librarian will understand, click here), which applied to Bikol, consists of books written by Bikolanos and about Bikol region and its people, towns, etc...

Had to be honest, i only had an idea that to use Bicol with the "k" as Bikol, came out when I read an article from a respected Bicol writer Lily Realubit. But I forget where it was and where i will find it. Management decision to use Bikol references for .... it rings a bell --- might be patriotic!

This is also the issue that my fellow librarians in Bicol is facing. What to label, and what to consider and what policies that can be derived out of organizing a local history materials. Thus, my thesis in UP tried to shoot it with " evaluation of archival evidence in building local histories: the Bikol experience", aside that it sought to answer specific aspects of the value system of archival evidences in making a local history, it will also discuss a bit, the use of Bicol with the "k" as Bikol in all of my paper.

librarian's accountability

i was a frequent reader of the filipino google group, this is one way of sharing views with the librarians. one of the issue is accountability, which came out after a librarian post an inquiry as to what issues are facing by those librarians working in public libraries.

for this issue, i guess plai can help. however, it is public librarians themselves can help. on property acccountability, my thinking, public librarians knew what is the system/procedure on this issue, it has been discuss during the november 2007 seminar where atty santos as resource speaker. there are books which are still in bookshelves, in case in particular. probably because, most public librarians dont consider that the best means of promoting the library is to circulate. for naga library, we allow the readers to borrow a max of 6 books at a time for 1 week, and we never faced any single problem of unreturnd materials despite we are in disadvantage region where typhoons are frequent.my suggestion to public librarians, is to come up with a study on how to develop a circulation program along with a strong ties with the local barangay officials. etc. also, when the book was recorded in MR, have an internal policy of placing the accountable person in-charge of the section/corner in their library as accountable too. ofcourse, its not easy since most employee in the public are political appointees, it is the administrative and management skills of the pub.librarians are at stake.

2008 plans

After weeks of consultation and meeting with my staff, we have made a plan for 2008. Mostly, we have review the programs and services we have started since 2005.

These include - - 1. further improve of the online services; 2. intensification of the circulation services; 3. information dissemination and resource sharing 4. maximum utilization of library resources; 5. mobile information resources support to upper schools in Naga City; 6. greater emphasis on library advocacies and 6. Physical improvement.

This year, I am going to turned-over the administration of the Library HUB project to the local DepEd office and look forward for a more focus administration and managementof naga library.

With another year of patience and energy needed, i enjoin fellow public librarians for their will and capacity to survive in all the challenges of work in the government.

December and 2007 are coming to a close, and a certain excitement about the year ahead is entering my blood like it does every year.

However, I am pretty sure 2008 and what it holds has something to do with it. Just sliding by, and really trying to appreciate the moments as I pass them.

Apart from being busy administering the affairs of the Naga City Government as Mayor, Mayor Jesse M. Robredo, known for his excellence in local governance and administration, the only Ramon Magsaysay Awardee for Government Service, is now blogging.

His blog, http://jesserobredo.wordpress.com/ tells about his experiences and thoughts on issues concerning the people and government. What is essential in his blogs for it captures the idea of "LESSON" from his lifes works as local executives. Thus, more people specially those in the government service will benefit from reading his blog.

Mayor Robredo is my direct superior in the Naga City government. The Naga Librarian blog have been mentioning him as part of the experience in the administration of the public library affairs and other library issues, but I have never made a space in my blog dedicated for his blog .

Hopefully, 2008 is my last year in UP. I have been working on my thesis. This is the reason why I am always busy. Thus, my time evolves from the Naga Library to my home and UP. And while doing my thesis, I will be visiting the different public libraries in the region.

I guess, some issues in my works have been presented. My thinking, it will be worthwhile to present the other public libraries in my region. The purpose of which is to let somebody see the situation of public libraries, what plans and projects, involvements, who are the public librarians, how are they coordinated with their respective local government units etc..

Five years with a Bee

Aside from Santa Clause and Voltes V, Jollibee’s mascot is one of my memorable and wonderful stuff during my childhood years. It is one of the funny stuff I will not forget which I usually saw in the advertisement at the television.

When I worked in the naga library in 2000, I see it as a better marketing strategy of promoting the children’s section. Ideally, we want to hook the children to read and appreciate library as early as young age. And the more we encourage them to read, we are better assured that as they grow, we have a better community. But practically, the main reason was that, once we attract the children in the library, we have actually attracted the whole family. Ordinarily, children will not go to the library alone and need company.

This prompts me to think of the next step - finding a local stakeholder that will help keep our commitment to the Bikolano children.

Following my childhood curiosity of knowing Jollibee, I inquire and made a first project – the storytelling in 2003 where Mayor Jess Robredo serves as our first storyteller in one of the barangay in Naga City. It followed with the Be: a reader, inter-school speech choral contest, Children’s Bookfest and Byaheng Bukmubil in 2004. Then in 2005 when I assumed as officer in charge of the Naga City Public Library, I hold these activities annually. In addition, it has repainted the Naga City Library Bookmobile to became more attractive and encouraging to children in elementary and day care centers. In short, we partnered in all of our library activities.

In one of my orientation visit in one high school, a student approached me and said, “ sir, ogwa pa po kamong storytelling? Kaibahan po nindo an Jollibee?". Later I found out, he was one of the children five years ago who attended our storytelling session in a public elementary school. This, indeed, reflects how our library activities recognized and felt by the children. For five (5) years, Jollibee and the Naga Library worked together to bring happiness and wonderful experiences to children in Naga City. Consequently, during those years of partnerhip, Jollibee served as a positive motivating factor in our activity. We were able to develop among children the importance of library and the joy of reading. In Short, we keep the children regularly visiting to the Naga Library.

So its 2007 and a month to go to 2008, Jollibee stores now spread like mushrooms in the country. If you are a public librarian and you see a Bee in the busy market of your community, grab the opportunity of working with them, am maybe pushy, but surely, public libraries will benefit from working with this company.

Welcome new filipino librarians!

Today, as I arrived from the national conference of public librarians in Manila, I went to my office to check the new additional books coming from DepEd Manila for the Naga Library HUB. I am not actually interested to attend the conference because I left Naga with a typhoon forecast signal number 2. I'm worried with the effects that it will bring to the library. It is still different if you are in your office when there is typhoon unlike when you are in other place, which at that time, attending a conference in Manila while my staff preparing for the typhoon.

My ordinary days at the Naga Library continue started with a normal checking of the building - the lights, the Hall, the Roco Memorabilia etc. The last stop is going to my computer and Internet... reading news at the inquirer and philstar, checking the weather at typhoon 2000 ,and read blogs.

What is more significant is the release of the passers of the 2007 Librarian’s Licensure Examinations conducted last November 26 and 27. I have friends and classmates in UP which took the licensure exam, and luckily, they passed. The list of names were published at the Philippine Star.

Journaling my daily work, the blogging and etc.. are things I am thankful. They said that there are no professional growth in public library, hmmm i guess, at Naga Library, I am different. And it is different after nine (9) years when I passed the librarian's exam. It's deja vu.

Now that new librarians are coming, my congratulations to them for choosing this profession. I urge that they will choose to WORK IN PUBLIC LIBRARIES.

Books donation: give us what we want, not what you dont like

“Books died. Books died in the United States, and unfortunately, the Philippine serves as the big cemetery for these books” averred Manolo Silayan. He is one of the resource speakers and guests during the conference of public librarians in connection with the 73rd celebration of the National Book Week.

It rings a bell, when someone like him, told the crowd of public librarians who were all recipients of donated books coming from United States. This is actually the lesson I learnedwhen we are transferring to a new building.

Last 2004, Mayor Jess asks me about a proposal from a book donor offering books from US. She only asks the naga city government to shoulder the payment for the shipment of these books. At that timewe are tempted to respond to her offer. This is because we are looking for more books to add to our 6,000 volumes in the new library. However, after knowing the cost of the shipping, I practically suggest to Mayor Jess to decline the proposal. Instead, funds shall be spent for the acquisition of new books.

Public ibrarians, including me, would jump into the offer of donors to increase its collection. We have no choice either because of the shortage of funds in dealing with the acquisition programs. However, accepting donations from the private companies and organizations is one of the many strategies to increase the library holdings. There is nothing wrong with accepting donations if there is a guidelines being followed and a vision to give direction.

My experience in developing the Raul S. Roco Library, is to see it in a perspective that we are in a process of developing a community. It means, we have to involve the community leaders, the people, other sectors from selection to making library policy and rules. I BELIEVE, NO ONE CHOOSES TO BE A DUMPING GROUND for dead books. And if public librarian were articulate over their needs, soon, those books will not be brought in the country. This I think, how Manolo Silayan caught the attention of public librarians during the national conference.

Computerization craze!

Making library resources accessible to its clients is one of the primary goals of any library. Naga library is not an exemption.

The increase of library books prompted the Naga library to include in its program the computerization of service to the increasing number of library users. A simple program that will address the circulation of books, the inventories and reports of library holdings are the details of the library computer program. The plan must reflect the level of readiness of the Naga Library staff on the use of computer along with the level of understanding to the technical works of the library.The program must also addrees the level of comprehension of major library clients - the students, and the general public.

Before I entered in the naga library, an Internet service has been one of the projects of the city government since 1996. It was offered free to library clients on its first year and charges a reasonable amount to keep the project sustainable. While naga library appears advance, some public libraries are gradually establishing an Internet Center in the library. It became a fad for libraries to include in its operation the use of electronic resources such as the Internet, CD-ROM etc.

Incidentally, in 2000, the National Library has introduced the public library information network or the publin project. In my own understanding, the project seeks to establish an automated system of library services in select public libraries in the country trough a network of library resources. On its first kick off, naga library has availed the general library automation system or GLAS program. Shortly, it was replaced with TINLIB, and again, with the library. Solution programs. Duplication of work, conflict of coding, usual repair of CPU to the National Library etc. are wastes of resources that any librarian may opt to return the software for practical reasons. I could not imagine how much the naga library has spent for this project.

While I cannot control the inevitable increase of library holdings, I am forced to address the problem by developing a simple computer program. With the ms publishers at hand, and the experiences that my library staff gained from the national library project, we gambled to develop a library computer program. First, a web page serving as an entry point to the Naga library circulation project (which I have required to my practicum students) which became a project. Later, after having observed and study the program, I decided to adopt the program and be used in the Naga Library.

Today, as I look at my experiences, Naga library computerization, indeed, a challenging tasks. Staffs have been exposed to the bibliographic information of the book. I could not explain my satisfaction when my staffs are already talking the same language in the library. books are barcoded and in a minute books can be lent to the readers. Profile of users and the library holdings can be viewed immediately. In short, the project helps my staffs ease on providing reference services to library clients.

The third sector @ the library

Most people thought that working in a library is easy, especially in public library. For public libraries, I am used to the assignment of staff with having a little knowledge and appreciation of the library… worst with people who do not read any. Thus, I maintain a small organization in naga library. It follows a premise that the smaller the organization, the easier it is to handle. Instead of requesting for additional staff, I depend on volunteers.

Last 2004, I met Nick Hake, an American Peace Corps volunteer assigned in jp2 reading center. Though he was assigned there, he would spend most of his time working in naga library. When in the library, he would help us make and prepare the newsletter, brochure, and manual. While ff he was in the bookmobile; he’s a storyteller in our regular library sessions. His 2 years of volunteer work in the library help us find books and funds for the library hub. Fortunately, the us embassy club gave us a small fund to address those concerns. We don’t need shelves, aircons, and TV, what we need are bins, tables, and computers, because, they will not be used once the books are distributed.

Having a peace corps working in the library is an education itself. Aside from knowing their culture, the most important development was when my staff have developed the englog-taglish converstation. I never emagine that my staff are talking in english. The experience of my staff in conversing with Nick has made them at ease in dealing with other foreign visitors in the library. Aside from Nick, PCVs Will Stone and Dan Nover have had a share of moments with the naga library.

When thousand of books arrives and needs to be distributed before the June 2006, it was also his last month in naga library. Tasks of covering, classifying, bar-coding and accessioning that requires additional personnel to perform has became a problem in accomplishing the deadline.

This brought me to the next point ..... finding local volunteers. Students who are recipient of educational scholarship grants of lgu-naga helps us do the covering of books. In turn, we were able to accomplished the deadline.

Volunteers or the third sector of the society is one of the many features of Naga City multi-awarded brand of governance. Naga made every city resident involve in the affairs of the government. And, naga library benefits from governance. AND FOR PUBLIC LIBRARIANS who work alone in the library may have look at the possibility of finding volunteers. If i can do it naga library, i guess, you can do it in your library.

naga library hub

Three years ago, then Superintendent Dr. Nitz Ramos visit the (Roco) Library and inform us of the library hub project. We were convinced then, so we presented the project to mayor Robredo.To fast track the project, the superintendent authorized me to facilitate the close coordination in DepEd Manila. It was Usec Luz, Ms Marge Barro and Ms. Bev Gonda who were the people i have met, where the project was consequently going on in Davao and Bacolod (as pilot projects). However, things have changed and Ms. Bev Gonda left alone working on the implementation of the project.

For naga, it was an opportune time, because naga library was slowly transfering to a new building. At the Children Section, the problem was how to fill-in the shelves with children books. So we have withrawn all the books at the bookmobile to increase our present collection in the section (the bookmobile catered to elementary school libraries). However, since we transfered the books to the Children's Section, we can no longer serve th bookmobile to elementary schools. So, that is how the Library HUB came into the picture.

BUT Today, after we have adopted the DepEd project, naga library hub works successfully. It became a part of the children's library located at the ground floor of the roco library. Once the book were distributed, we transformed the area into theme parks, a reading area etc so as the area used to be for the Hub will be maximized.

MY THINKING, this is one thing that PUBLIC LIBRARIANS must be aware once the project reached at thier local Dep Ed. The Naga DepEd partnership experience has added a new dimension in the public library works - working with teachers and academicians. We knew how teachers employs the use of books as oppose to our daily routine of waiting the readers to visit the library. NOW, things float on. Library HUB is getting the attention and the support of the DepEd and the local government. Until then...

november works

I will be attending the National Library sponsored public librarians conference on November 28-29, however I will not leave Naga without a program to promote the Raul S. Roco Library.

On November 22, 2007, is the formal launching of the 2nd Raul S. Roco Youth Achievement Awards for 2007 at the R. Fernando Hall of Ateneo De Naga University with Pathways to Higher Education and Ateneo Eagles for Environment as partnering group. Likewise, we will be launching in Daet, Iriga City, Bicol University for Albay, Sorsogon State College for Sorsogon and Catanduanes State College for Catanduanes.

On November 25, a simple program for Naga readers will be conducted as part of the library rewards program and afterwards, a round-table discussion/ meeting with public librarians in Camarines Sur. Naga DepEd English Supervisor Ms. Salve Selga and I will be partnering for the Elementary Division-wide National Book Celebration. The culminating program will be held at LCC Activity Center.

As a follow-up to the reading sessions last year, the Brigada Basa, a reading tutorial sessions will be held at Tinago, Con. Pequena and Mac Mariano Elementary Schools. The sessions will be held at the Roco Library with Grade II pupils as recipients of the tutorial sessions to be conducted by selected library volunteers.

November for public librarians is the month to visit the National Library to receive the annual allocation of books. Thus, instead of celebrating the Book Week on the prescribed date, we made the celebration earlier. For Naga Library, this month is not the same as the months before because of the preparation of the Roco Day occassion. With so much adjustments and pressures, i hope as the year ends, we have reached what we wanted for Naga people.

After seven months of frenzied preparation as SECRETARIAT of the Raul S. Roco Youth Achievement Awards, the highlight of the 3rd Raul S. Roco Day, the whole thing turned-out a miracle itself. The activities were coincident with my submission of the chapters 1-3 of my thesis before i will be allowed to enrol in LIS 300. 3rd RAUL S. ROCO DAY

This year’s first grand prize winner of the regional search for Raul S. Roco Youth Achievement Awards is the Youth Group of Ateneo De Naga University – Pathways to Higher Education.This Youth Group has successfully initiated a reading program at the two newly organized public high schools in Naga – Leon Q. Mercado and Tinago. They develop reading modules, exposure visit and hold reading sessions to fourth year high schools. The group was cited for their well-planned and project-focused advocacy in promoting the love for reading in two chosen schools, TinagoHigh School and LeonQ.MercadoHigh School, fourth year students, writing and reading modules fitted for their level and interest. Inspired by Raul S. Roco’s being an avid reader, thus a great leader, Pathways acted admirably on the great importance reading plays in the educations of the youth.

Other winning youth organizations are the Society of Junior Fellows of Unversity of Nueva Caceres, Naga City, Ateneo Eagles for Environment of Ateneo De Naga, Naga City. University, Damayan Network of Bicol University, Legazpi City, Youth Community Service Club of Sorsogon State College, Sorsogon City and a special recognition for Society of St. Vincent De Paul, Universidad De Santa Isabel.

The afternoon, rings a bell when, Inang-Guro Sonia Roco and ABS-CBN Regional Manager hold storytelling session to 100 preschoolers with JOLLIBEE.In the evening, the MABUHAY SINGERS were able to present “ HARANA NG PUSO, alay para ki Raul S. Roco at the Universidad De Santa Isabel Auditorium. The place was kindly offered free of charge by the St. Soni Evidente, President of Universidad De Santa Isabel.

UNSUNG HEROES

Of all those I would like to be proud of, I believe were my staff, who without them, Roco Library will not be able to pursue this program, to mayor robredo and mam sonia roco, as well, for their support. I know I am at ease working with my study because i know that they were there, supportive and loyal. Likewise, thanks to Office of the UP-SLIS staff, mam rina, tess and mam shee, Melvin Chua and Bo Sison for providing me with discussions and searching in doing the thesis. Every 26th of October, Naga City celebrates the Raul S. Roco Day to paid tribute to the contributions of Raul S. Roco, for his outstanding performance as a legislator in Congress, a reformist Education Secretary and as one of the best leader that Naga City has ever produced.

On its first celebration in 2005, the city public library of Naga was renamed as Raul S. Roco Library and housed his personal collections and memorabilia

This year, the highlight of the celebration is the awarding of the 1st Raul S. Roco Youth Achievement Awards Best Bicolano Youth Group and the concert of Mabuhay Singers which will be held at the St. Vincent Paul Auditorium of the Holy Rosary Minor Seminary. it also includes a bookfair/exhibit by the National Books Store and storytelling sessions by Jollibee.

The city government of Naga and the Raul S. Roco Foundation jointly sponsored this annual celebration.

The last time the public librarians hold its conference in Naga was in 1972, and this year, it was made possible trough the leadership of Fe Requilman of Baguio City Library.

Despite the transition period of the newly elected local officials, 73 public librarians were able to attend the three-day workshop held at Villa Caceres in Naga City last July 10-12. Issues on local materials and archival arrangement, selection and promotion were discussed.

Resource speakers and trainers include Dr. Danilo Gerona from Ateneo de Naga University, Gloria Bernales from the Records Management and Archives Office, Maria Teresa S. Bondoc, from the Legislative Reference Bureau of the Senate of the Philippines, Dir. Marianito D. Maandal from the Records Division of Malacañang, Sr. Rita Ferraris of RVM Mother House, and Raidis J. Bassig, Chief, Planning Division of Intramuros.

Funded by the National Commission for Culture and the Arts, Naga’s seminar would not be possible without Lyn Nabus, Chief Librarian of Marikina City, Librarians Ana Puno of Quezon City Public Library and Helen Grace Cacho of Manila City Public Library.

The seminar ends with a tour in Albay hosted by the Naga City Government.

the naga librarian and the 1,141 public libraries

this is my first and only blog. at first, i am more interested to develop a web page for the philippine public librarians league where i am one of the board member, i realized that it will be more appropriate to come up with a blog.

presently, there are 1,142 public libraries registered at the national library, and i would like to reach-out the public librarians in this country through this blog and hopefully to share and network with our available resources. i knew that public libraries cannot compete with academic libraries, but with our local historical materials, these are valuable information resources that will keep the public libraries competitive with academic libraries.

with mam nani cruz, von totanes and zarah gagatiga, they were the librarians that influenced me to create a blog and, hopefully, i can join them in promoting the Philippine libraries, librarianship and the Philippines.
